The Los Angeles County Breathe Guaranteed Income Program will help 1,000 of its residents "breathe easier" with an extra $1,000 per month for the next three years.

Breathe is a research study that will be conducted by the University of Pennsylvania, along with other local and national research partners, to measure the effects of guaranteed income on residents' overall wellbeing and economic growth.

Applicants will be contacted by a nonprofit community-based organization called Strength-Based Community Change whether or not they are selected to participate in the program. Here's who is eligible for the program, and how to apply.

Who is eligible for the guaranteed income?

The program is spearheaded by Los Angeles County's Poverty Alleviation Initiative, which aims to prevent, mitigate, and avoid LA County residents' re-entry into poverty, according to its website. The guaranteed income program is designed for people who are currently experiencing poverty made even worse by the COVID-19 pandemic.

Here's what you need to be eligible for the program:

• You must be 18 years of age or older.
• You must have been negatively financially impacted by the pandemic.
• You must not be currently enrolled in another Guaranteed Income program project
• Only one person per household will be eligible to participate.
• You must live in a Los Angeles County neighborhood that falls at or below 100% of the Average Median Household Income of LA County. The website provides a widget that lets you enter your exact address to see if you're eligible.
• You must have a pre-tax household income that falls at or below the income levels listed below.

How do you apply?

The application process takes about an hour. According to Breathe's website, you're unable to save a pending application and finish it at a different time, so it might be best to set aside an hour of your time and finish it in one sitting.

The application is available online. If you don't have access to the internet or a computer, you can visit one of the in-person locations to use a computer, or get further assistance. The application period is open from March 31 through April 22.

At the moment, it is unclear if undocumented immigrants without a Social Security number are eligible to apply, though Insider will update this story as we receive more information. The application materials are available in English and Spanish.

The application also includes a survey that will ask questions about:

• your demographic background
• your financial health and goals
• your overall wellbeing, including mental health

1,000 participants will be randomly selected

Of the people who apply during the open application period, 1,000 participants will be randomly selected to receive $1,000 per month for three years. According to the detailed research plan, participants will be required to answer surveys every six months so researchers can understand how guaranteed income affects the following factors:

• physical health
• mental health
• income volatility
• housing stability
• spending
• consumption
• employment
• education
• family dynamics and parenting
• stress and coping
• hope and mattering
• household food security
• COVID-19 variables

Participants will also be asked to participate in two in-depth interviews with staff at the beginning and end of the interview, compensated at $40 per interview.

A 'control group' will earn $30 per survey

Aside from the randomly selected 1,000 guaranteed income recipients, 1,200 people who don't receive funds will be selected to participate in a "control group" throughout the study.

The "control group" fills out a series of surveys that correspond with the guaranteed income recipients' surveys. After each survey, control group members get a $30 gift card.
